NEW ORLEANS—In the midst of nearly 1,000 people, a man sat in a motorized wheelchair. He and his family came to St. Mary of the Angels Catholic Church in New Orleans to see if what was being done about crime would help remove the bitterness and anger he said he and his family feels. His mother was angry because her son was shot and left paralyzed in 2007, and to her, it seems like nothing is happening to capture his assailants.
